Meat, Poultry & Egg Products

Inspection jurisdiction, establishment operations and product identity shape the requirements for meat, poultry and egg products. Distinguish FSIS food safety controls from AMS quality grading and from FDA requirements applicable to other foods or shell eggs.

A product-specific review

Move from scope to evidence

  1. Define the product and activity

Identify the species, product composition, processing and establishment activities. Distinguish meat and poultry inspection from the requirements for processed egg products and shell eggs. The inspection authority and product pathway must be established before a generic food safety system is treated as sufficient.

  2. Connect requirements to evidence

Relate sanitation and HACCP evidence to the actual process and hazards. Review the product’s identity and labeling alongside the manufacturing records. Keep a quality grade separate from the safety and inspection conclusion; they describe different attributes and program functions.

  3. Review interfaces and changes

Maintain the link between the approved product description, process and supply records. Changes in species, formulation, preparation or claims can require a renewed review. Voluntary grading or organic certification does not displace the applicable inspection and food safety requirements.

FSIS Establishments: Sanitation and Written Sanitation SOPs

9 CFR Part 416

Part 416 addresses the sanitary condition of official establishments and written procedures to prevent direct product contamination or adulteration. Facilities, equipment, hygienic practices and daily sanitation implementation require coordinated control. The written Sanitation SOP has specific content, maintenance and record requirements. FSIS provides models and performance-standard guidance, but establishments remain responsible for selecting procedures that work in their own production environment.

Meat and Poultry: FSIS HACCP Systems

9 CFR Part 417

FSIS HACCP requirements connect a process-specific hazard analysis with critical controls, validation, verification and records. Official establishments assess the hazards associated with their products and operations rather than adopting a model unchanged. The system relies on both scientific support and evidence that the controls work in the establishment. Sanitation and other prerequisite programs support, but do not replace, the hazard-analysis decision.

Government technical standardUSDA AMS

Shell Eggs: USDA Grades and Voluntary Grading Service

United States Standards, Grades, and Weight Classes for Shell Eggs (AMS 56); 7 CFR Part 56

USDA shell-egg grades provide a common description of quality and weight under the AMS grading framework. Grade AA, A and B refer to defined quality characteristics and tolerances rather than nutritional superiority or an absence of pathogens. The voluntary official grading service involves USDA supervision and controlled use of the grademark. Grade, size and food-safety obligations should be evaluated separately.

Build a defensible review record

Identify the product configuration, the controlling provision and edition, the evidence required and the person authorized to make the decision. Keep a reason for exclusions and unresolved questions alongside confirmed requirements.

Revisit the record when design, materials, suppliers, software, claims or the applicable source changes. An earlier report remains useful only to the extent that it supports the current configuration and requirement.
