National Committee for Quality Management
Technical Work Process
Scope of the process
The process applies to Committee technical work. The document type and terms of reference determine the review and approval required.
Proposal
A proposal defines the question, professional need, expected output and available sources. Acceptance establishes a scope of work, not a predetermined conclusion.
Participation
The responsible function identifies the expertise and perspectives needed. Relevant interests are disclosed before work is assigned.
Drafting and review
Drafts are examined for technical reasoning, evidence, terminology, rights and application limits. Comments are retained with their disposition.
Consultation
Where consultation forms part of the work, the draft, questions, participation conditions and closing time are published. Commenting does not confer a voting right.
Resolving comments
Comments receive a documented response appropriate to the issue. Material disagreement is recorded; consensus is not asserted merely because comments were received.
Approval and publication
The authorized function approves the publication and its status. The published edition identifies its scope, sources and responsibility.
Maintenance
New evidence, errors or changes in referenced material may trigger revision, clarification or withdrawal. Earlier editions remain identifiable.
