Reading pathway

Connect a standard with market requirements

A reading route for tracing how a technical reference is selected, adopted or applied in different markets without assuming automatic equivalence.

Who this pathway is for

Use this pathway when one product is intended for several markets or when a supplier presents evidence based on another national or international reference. Select a defined product and two or more specific jurisdictions. The aim is an application map that connects each requirement with its source and edition. The result should identify shared technical evidence and unresolved differences without treating the publisher's international standing as a guarantee of universal acceptance.

Define the question

Record intended use, users, product configuration and the role of the responsible business in each market. Identify the decision: technical reuse, edition selection, test commissioning or regulatory submission. Keep product, transport and organizational requirements on separate lines. A cell, finished device and shipment can engage different legal objects. Those distinctions must be established before comparing references or determining whether the same evidence can serve more than one receiving party.

Read the context

Read the standards and regulations study, then locate the actual authority or contract selecting the reference in each market. Identify whether the relationship is incorporation, recognized use, national adoption or voluntary choice. These are different mechanisms. FDA's QMSR information provides a defined incorporation example. Record the legal text and application date separately from the technical publication so a publisher revision is not mistaken for an automatic regulatory change.

Read the technical references

Use medical-device quality, lithium battery transport and audio, video and ICT safety as examples of different application routes. Select only the families relevant to the actual product. The same source can be applied under additional national conditions or a selected edition. For battery movement, PHMSA's official resources connect technical test evidence with transport conditions. A product safety record should remain separate from a shipment review, even when both refer to the same battery.

Compare and record

Use the study on new editions and fixed regulatory references to compare publication and legal status. Create one row for each market with source authority, requirement, selected edition, dates, amendments and additional conditions. Link the original and adopting publications using official correspondence evidence. The source register should explain the basis for reusing a report and identify differences requiring further work. Similar numbers, titles or logos are insufficient to establish equivalence.

Check the result of your reading

Check that every proposed acceptance conclusion names the receiving authority or programme and its actual conditions. Confirm that product configurations, reported methods and selected editions align. State any limitation on cross-market reuse. A comparison may establish common technical content without establishing automatic certification recognition or market approval. Record the remaining action and decision owner, including any required technical gap analysis, additional assessment or clarification from the competent authority.

Next steps

Continue with the supplier pathway to verify external evidence or the engineering pathway to resolve technical coverage. A research enquiry should include markets, product facts, full references and the exact relationship in doubt. Save the application map and date of review. Changes to law, adopted editions, product configuration or assessment scope can affect earlier conclusions; update the relevant market record while preserving the source basis of the previous decision.
