Organization & standards system
BIS
BIS develops Indian Standards and operates defined conformity assessment programmes. A standard reference and a mandatory Quality Control Order require separate examination.

Identity and role
The Bureau of Indian Standards is India's national standards body. Its functions encompass standards development and several defined conformity assessment activities. The official BIS site separates published standards, technical departments, certification, registration, laboratories and hallmarking. A product review should identify which function is relevant. The publication of an Indian Standard, the existence of a certification programme and a legal requirement to use that programme are different facts requiring their own sources.
Standards and publications
Indian Standards use IS designations across many subjects, including nationally developed documents and adoptions of international work. Preserve the full reference, part, year, amendments and status from the official catalogue. When an IS adopts ISO or IEC material, record the stated correspondence rather than infer identity from numbering. A general product standard and a test method can be connected but have different scopes. The standard set should reflect the actual product definition and intended use.
Development and access
BIS technical departments and committees provide the development structure. Its official site links published standards, programmes of work, wide-circulation drafts and proposals. A draft under consultation should retain that status until formal publication. For a revision study, identify the existing standard, project, relevant dates and announced implementation arrangements. Contribution to a consultation is different from holding a committee appointment or being authorized to act for BIS in a conformity assessment activity.
Adoption and application
Mandatory application often requires examination of a specific Quality Control Order or other legal measure. Check the product description, selected Indian Standard, effective dates, exclusions and subsequent amendments. The BIS catalogue alone cannot establish whether a product is currently subject to compulsory certification or registration. Distinguish domestic and foreign-manufacturer procedures where the relevant programme does so. A standard number on a supplier report is not equivalent to a current licence or registration covering the product.
Research resources
Use the official BIS routes for products under compulsory certification, product-specific information, registered manufacturers and licence verification. Match the actual manufacturer, production location, model or covered category and selected standard. For imported equipment, relate the evidence to the product being supplied rather than a similar item in the supplier's range. The Center's national adoption study helps compare international references with an Indian publication, while leaving programme-specific acceptance to its official rules.
Scope and relationships
Standardization, product certification, compulsory registration, laboratory recognition and hallmarking have different programme boundaries. Accreditation by another body should not be assumed to satisfy every BIS recognition condition. Likewise, certification for a management system does not authorize a product mark. Review the relevant scheme, status and product scope directly. Keep the statutory order, technical standard and assessment evidence as three connected records so a decision is not based solely on a familiar institutional logo.
Official sources and further reading
Begin with the official BIS catalogue and programme information, then read the operative order and its amendments. Preserve the document reference, licence or registration identity and date of verification. Obtain standards text through authorized access channels. This profile provides independent research context; it does not make NCQM a BIS representative, recognized laboratory, certification officer or authorized user of BIS marks, and it does not determine a particular product's Indian market acceptance.
