The ISO 14064 family separates organizational inventories, project effects and the validation or verification of greenhouse gas statements. Each needs a defined boundary, period and purpose before a number or assurance opinion can be interpreted.
A greenhouse gas statement can describe an organization’s emissions, the effect of a project or an assertion submitted for assurance. These are different objects of evaluation. An organizational inventory needs a defined reporting entity and period; a project comparison needs a defensible baseline and project boundary. ISO 14064 provides separate parts for these subjects and for validation and verification. The first technical question is therefore what the statement claims, rather than whether the accompanying document simply mentions the standard’s family number.
The licensed ISO Open Data scopes identify organizational quantification and reporting in Part 1, project-level quantification, monitoring and reporting in Part 2, and verification and validation of greenhouse gas statements in Part 3. The family is programme neutral. A particular programme’s requirements can therefore be additional rather than displaced by the international standard. An inventory, a project calculation and a verification opinion need their own scope statements; the reader should not assume that a conclusion about one extends to the others.
Selected records: ISO 14064-1:2018 (edition 2, publication record 2018-12-19); ISO 14064-2:2019 (edition 2, publication record 2019-04-15); ISO 14064-3:2019 (edition 2, publication record 2019-04-15). The selected parts address different objects: Part 1 concerns organizational inventories, Part 2 concerns projects intended to reduce emissions or enhance removals, and Part 3 concerns verification and validation of statements. One part’s year does not date the whole family. Any applicable programme can add requirements to these programme-neutral documents. The records were checked on 19 October 2026 in ISO Open Data.
For a manufacturer reporting emissions across several facilities, the record needs to connect included sources, organizational boundaries, activity data, factors and calculation choices to the reported period. A project claiming a reduction asks a different question about the counterfactual baseline and monitored effect. Data gaps, changes in ownership or calculation methods can affect interpretation. A reporting team should preserve enough information to explain these choices and any recalculations rather than present a rounded total as if its boundary were self-evident.
EPA’s Greenhouse Gas Reporting Program is a separate U.S. programme with defined covered sources and reporting provisions. ISO 14064 use does not by itself establish that a required filing has been made correctly. The EPA page also identifies ongoing rulemaking; a proposal is not treated here as a completed repeal or a universal change in reporting obligations. The operative regulation, source category, reporting year and any finalized changes determine the applicable legal duties.
What entity, sources, gases and period does the statement cover? Are emissions and removals distinguished, and can calculations be traced to activity data and factors? For a project, how is the baseline selected and what supports the claimed change? For assurance, what criteria, scope, level and limitations does the opinion state? A verification conclusion about a defined statement is different from issuance of an offset credit. Any crediting or claims programme needs its own additional rules and evidence.
The useful finding is that comparability depends on consistent boundaries and methods. A smaller reported total can reflect a changed boundary rather than a real reduction, and a project’s avoided-emissions estimate is not automatically an organizational inventory deduction. This reference does not quantify emissions, validate a baseline or issue an assurance opinion. It also does not create eligibility for credits, a carbon-neutral label or regulatory approval. Those conclusions require the actual statement, applicable programme and evidence appropriate to its intended use.
Life cycle assessment examines product-system boundaries and environmental comparisons. Energy management concerns continual improvement in organizational energy performance. Conformity assessment vocabulary helps distinguish a quantified statement from an assurance activity. These readings are useful when a public claim mixes organizational totals, avoided emissions, product footprints and purchased credits without identifying which accounting or assurance question each number answers.
Official sources and bibliographic facts were checked on 19 October 2026. The ISO family roles use licensed Open Data scope information. EPA’s programme source was checked for context; reporting applicability and dates must follow the operative rules, including any finalized changes.
