NIST Handbook 44 provides specifications, tolerances and technical requirements for weighing and measuring devices. The 2026 edition is a technical reference for commercial measurement. Practical application depends on the device category and the edition or provisions adopted by the responsible jurisdiction, making adoption status an essential part of a device requirements review.
Start with the quantity being measured, the device type and the transaction in which the result is used. A scale used to determine a retail price has a different regulatory context from an internal process indicator. Identify the relevant weights and measures authority and the device code before selecting acceptance tests or preparing a conformity statement.
Handbook 44 contains general requirements and codes for particular device categories. Specifications, tolerances and user requirements have different purposes. Read the relevant code as a whole rather than selecting a convenient tolerance from a table. The applicable test conditions and equipment configuration are part of the meaning of an observed result.
NIST publishes the handbook, while adoption and enforcement occur through the relevant authorities. The 2026 publication is not evidence that every jurisdiction has adopted that edition. A requirement register should identify the jurisdiction, adopted text and effective applicability. Retain a separate field for the publisher’s current edition to prevent accidental substitution.
A measurement system may combine sensors, indicators, software, communications and transaction records. NCQM practice consideration: identify the configuration used during evaluation, including software identifiers and adjustable parameters. A change to a component or calculation can affect the measurement result even when the external model designation remains unchanged.
Record the test load or reference, environmental conditions, indications, observed error and acceptance criterion. Distinguish repeatability, influence conditions and other characteristics addressed by the relevant code. Preserve the relationship between the test equipment and its calibration evidence. A pass statement without the tested range provides limited support for a subsequent acceptance decision.
Type evaluation, field inspection, calibration and legal permission to use a device are different questions. Determine which evidence the relevant authority requires. A calibration report does not automatically establish legal-for-trade status, and a device approval does not remove the need to maintain the equipment and verify its actual operating performance.
