Reference Methodology

How NCQM selects, describes and connects federal product requirements, technical references and agency publications.

Purpose and editorial scope

The collection supports the reading and organization of U.S. federal product requirements. It includes regulations, government technical documents, agency guidance, recognition or voluntary programs and reference resources. Entries are selected for their relevance to product quality, manufacturing, evidence, supply and use. The collection is an editorial resource, not an exhaustive statement of every federal, state, local or contractual requirement for a product.

Source hierarchy

Requirements are linked to the relevant regulatory text or official technical publication. Agency explanations provide context and implementation information. Where possible, entries include both. The eCFR is maintained by the government as a continuously updated, authoritative but unofficial compilation; the official CFR and Federal Register records remain available through its source pathways. An agency homepage alone is not used to establish a specific technical obligation.

Legal character

Statutory and administrative frameworks are distinguished from codified federal regulations, government technical standards, guidance, recognition programs and reference resources. Binding statutory duties or effective administrative orders are identified through their own authority; an agency explanation does not create those duties. A private standard adopted by regulation is identified through its adopting provision and specified edition. Guidance is described according to its stated status. Voluntary programs are explained through their participation and claim conditions. None of these labels establishes NCQM affiliation, endorsement or authority to approve products.

Editions and dates

The source-check date records when the cited material was reviewed for this collection. It is not a publication, effective or compliance date. Such dates are stated only where the source establishes them. Publisher editions and legally adopted editions remain separate. Readers should examine current source text and transition provisions before making a product or transaction-specific decision.

Original analysis and source rights

NCQM writes the explanatory summaries and practice considerations. The controlling requirements remain in the cited sources. Links to ISO, ASTM, UL, ASME, NFPA or other privately published material do not grant permission to reproduce those works. Government webpages can also contain third-party content or protected marks. The collection does not reproduce private standards in full or use government insignia to imply endorsement.

Corrections and technical questions

A correction request should identify the page, statement, relevant source and proposed correction. Source conflicts, obsolete references and scope errors are reviewed as editorial matters. Use Request a Correction for a specific issue or Technical Questions for a reading question. Do not send confidential product files unless an appropriate information-handling arrangement has been established.
