Reading pathway

Read supplier test and certification evidence

A reading route for evaluating the identity, scope and relevance of supplier reports, certificates and accreditation evidence.

Who this pathway is for

Use this pathway when a purchasing decision depends on a supplier's test report, certificate, inspection result or management system evidence. Select one product, service or supplier activity and the actual decision to be made. Preserve the documents as received. The aim is to establish what the evidence covers and whether it addresses the purchasing requirement, rather than assign value according to the number of certificates or marks supplied.

Define the question

Record the purchase specification, product or service identity, production site and required characteristics. Identify who will accept the evidence and whether the requirement comes from law, contract or internal procurement policy. Copy the claimed standard and edition exactly. If a supplier offers a substitute reference, record that proposal as a question needing review. Do not assume the buyer has accepted a change merely because a technically related report is available.

Read the context

Read the standards and regulations study to distinguish publication relevance from mandatory assessment conditions. Identify the actual developer, programme operator, laboratory, certifier and accreditation body. The current Global ACI recognised AB directory provides one stage in an international recognition check; the accreditation body's own directory supplies the specific provider's scope. Follow both levels rather than rely on an undated statement that the provider is internationally accredited.

Read the technical references

Read the laboratory and product certification profiles to distinguish competence evidence from the requirements assessed. Use sustainable procurement for the broader purchasing decision and responsibilities, without substituting it for product-specific technical criteria. A report should identify specimen, configuration, methods and results. A certificate should identify its holder, programme, scope and validity. The NIST NVLAP resources illustrate a defined laboratory accreditation framework with its own programme conditions.

Compare and record

Use the study on testing, inspection, certification and accreditation to map the evidence chain. Record document identifiers, issuers, official verification sources and dates. Compare the reported method and product with the purchasing requirement. Preserve exclusions, deviations and subcontracted activity when relevant. Keep a source version register and a list of unresolved questions. A provider's competence and the technical adequacy of a particular report are separate matters that both need attention.

Check the result of your reading

Check authenticity through official issuer or programme routes and confirm that the covered site, product and activity match the proposed supply. Identify changes since testing or certification. State whether evidence is relevant, incomplete or requires technical comparison, and give the reason. A reading review should not declare an organization fraudulent because one link is unclear, nor should it accept a claim solely because a document looks formal. Record what has actually been established.

Next steps

Return to the engineering pathway if the applicable reference set itself is uncertain, or use the cross-market route for different adoption conditions. A focused enquiry should include the requirement, evidence identifier and exact discrepancy. Record the buyer's decision, conditions and responsible owner. Recheck the evidence when scope, status, product configuration or production location changes, retaining the earlier review so the basis of acceptance remains traceable.
