BIPM & JCGM

BIPM and JCGM resources support consistent units, measurement traceability and the evaluation of uncertainty. They should be read alongside the actual measurement capability and procedure.

Identity and role

The International Bureau of Weights and Measures supports international coordination in metrology under the Metre Convention. The Joint Committee for Guides in Metrology brings together organizations responsible for widely used measurement guidance. The two names refer to connected but different institutional roles. For quality work, the central questions are the measurand, unit, traceability chain, measurement procedure and uncertainty. These questions should be stated before a calibration certificate or numerical tolerance is evaluated.

Standards and publications

The SI Brochure is the official reference for the International System of Units. The JCGM publications collection includes the Guide to the Expression of Uncertainty in Measurement and the International Vocabulary of Metrology, together with associated guidance. These are different resources: unit conventions, terminology and uncertainty evaluation should not be compressed into a single claim of measurement compliance. Preserve the document identity and update information for each source used.

Development and access

BIPM resources connect formal metrology structures with publicly available publications and databases. When studying a measurement capability, consult the relevant official database entry rather than rely on a national institute's general reputation. When studying uncertainty, obtain the appropriate JCGM guide and identify the type of measurement problem under consideration. Keep instructional examples separate from the actual laboratory procedure, validation and uncertainty budget used to produce a result.

Adoption and application

The CIPM Mutual Recognition Arrangement provides a framework for the recognition of national measurement standards and calibration and measurement capabilities. Its application is tied to participating institutes and approved capabilities. It is different from a product approval or a laboratory's accreditation. A research record should identify the institute, quantity, range and relevant capability, then explain how that evidence connects to the calibration chain supporting the measurement at issue.

Research resources

Use the Center's measurement uncertainty reference to organize questions about input quantities, models, uncertainty contributions and reporting. A practical evidence set includes the calibrated instrument identity, calibration interval rationale, procedure, environmental conditions and uncertainty statement. Compare uncertainty with the decision being made rather than treating it as an isolated number. Where a conformity decision uses a tolerance, record the decision rule and the responsibility for agreeing it, alongside the measurement evidence.

Scope and relationships

Metrological traceability concerns a documented chain of calibrations and their uncertainties; institutional names alone are insufficient evidence. BIPM coordination, a national metrology institute's capability, laboratory accreditation and instrument verification address different parts of the system. The Global ACI directory provides a separate route for accreditation relationships. A technically sound review explains these connections without describing them collectively as international product certification.

Official sources and further reading

Consult the BIPM publication record for the SI Brochure's edition and subsequent updates, and the JCGM collection for the selected guide. The Brochure's official page states its reuse terms; preserve the required attribution when using licensed material. Save database access dates where capabilities support a decision. This profile is independent research guidance, with official sources supplying the authoritative publications and capability records. It does not confer metrological recognition or calibration authority on NCQM.
