Measurement & Testing Literacy

Measurement for a purpose

A measurement should be suitable for the question being asked. Method selection, sample identity and reporting conditions affect what can be concluded.

Methods and editions

Identify the method and edition used. Similar titles do not establish that two methods have equivalent conditions or acceptance provisions.

Units and conditions

Read a value with its unit, operating conditions and reported basis. Conversions cannot resolve a difference in what was measured.

Uncertainty

Measurement uncertainty describes aspects of the result that affect interpretation. Its significance depends on the decision and any applicable decision rule.

Sampling

A sample represents a defined population only under the assumptions of its sampling arrangement. One tested item does not automatically characterize all production.

Reports

Review the sample, dates, method, result, qualifications and issuing organization together. Missing information should be resolved before extending the conclusion.

Technical questions

Submit a question with the method, edition and decision involved. Do not send private reports through a public comment channel.
