Manufactured Home Construction and Safety

HUD’s manufactured home standards address the design, construction and performance of covered homes. They include structural, fire safety, thermal, plumbing, heating and electrical subjects. The federal manufactured housing framework must be distinguished from requirements for other buildings, and factory construction requirements must be read together with the separate rules governing installation.

Legal character
Federal construction and safety standards for manufactured homes within the statutory and regulatory scope.

Establish the housing classification

Part 3280 applies to manufactured homes as defined in the governing framework. A modular building, recreational vehicle or ordinary site-built structure cannot be assigned to this regime solely because it contains factory-made components. Establish the intended housing category and the relevant approval process before using a HUD reference in a material or system specification.

Organize the technical requirements by system

The rule addresses planning, fire safety, body and frame construction, thermal protection, plumbing, heating and cooling, electrical systems and transportation-related design subjects. Product components contribute to the compliance of the complete home. A component test report must therefore be reviewed against the function, installation conditions and system requirements of the home in which it is used.

Control the incorporated technical baseline

Part 3280 incorporates specified editions of external technical documents. A publisher’s newest edition is not automatically the legally incorporated edition. The design record should identify the adopted reference and any applicable federal modifications. Keep changes to drawings, materials and assemblies connected to the controlled design package and the relevant approval arrangements.

Review factory evidence and identification

A quality review should connect material acceptance, assembly operations, inspection results and home identification. Defects hidden by later assembly require particular attention in the inspection sequence. Preserve the evidence needed to relate the home as built to its approved design; a loose collection of supplier certificates is not a substitute for that relationship.

Plan the factory-to-site handover

NCQM practice consideration: include the installation instructions, handling limitations, site interfaces and outstanding work in the handover package. Identify which party supplies or verifies foundations, utility connections and completion work. The acceptance review should make these boundaries visible so that a factory inspection is not mistaken for verification of the installed home.

Read the installation and enforcement interfaces

Part 3280 does not stand alone. HUD’s procedural, enforcement and installation provisions address other parts of the manufactured housing system. State and local responsibilities must be assessed in the applicable context. This reference is not a general federal building code for every construction product or a product certification offered by NCQM.
