Manufactured Home Installation Standards

Installation determines whether a manufactured home’s factory design can perform as intended at its site. Part 3285 addresses the initial installation of new manufactured homes within HUD’s framework, including site preparation, foundations, anchoring, connections and close-up work. Site conditions and approved instructions must be resolved before treating a factory-completed home as ready for occupancy.

Legal character
Federal model standards for the initial installation of new manufactured homes, with applicable state programs and manufacturer instructions requiring separate review.

Separate construction from installation

Part 3280 concerns the manufactured home’s construction and safety; Part 3285 concerns the initial installation of a new manufactured home. Read the scope and the applicable installation program before assigning responsibility. Factory completion does not verify soil conditions, support arrangements or site utility connections. The installation package should identify the home, site and controlling instructions together.

Evaluate the site and support conditions

The standards address site preparation, drainage, foundations, piers, footing and related installation subjects. Conditions at the actual location matter. A quality review should verify that the selected support arrangement is appropriate to the instructions and design assumptions rather than carrying forward a foundation layout from an unrelated home or site.

Coordinate anchoring and connections

Anchoring, attachment, utility connections and completion work have distinct technical functions. Changes made on site can affect more than one system. Establish the sequence in which work is inspected and identify connections that will become inaccessible. Retain the information needed to relate the installed arrangement to the applicable instructions and requirements.

Use instructions as controlled documents

Review the manufacturer’s installation instructions and the conditions under which alternative arrangements are permitted. Record the instruction revision supplied with the home and resolve discrepancies between drawings and site practice. An installer’s familiar method should not displace an applicable requirement merely because it was used successfully on a previous project.

Structure the site acceptance record

NCQM practice consideration: use a site checklist that records the foundation, anchoring, drainage, utility interfaces and completion work separately. Include photographs or measurements where they help establish concealed conditions. Assign unresolved items to a responsible party and identify which issues prevent acceptance. Avoid a single undifferentiated signature covering work performed by several organizations.

Check the responsible installation program

Federal installation provisions interact with state programs, licensing, inspection and local responsibilities. Determine the applicable arrangement for the site and review related HUD requirements. Relocation or reinstallation of an existing home requires a separate review of applicable state and local requirements. A finished-home label or a component certificate does not by itself demonstrate correct installation. The quality decision should be based on the installed condition and the authorized inspection and acceptance process.
