Safer Choice Chemical-Based Product Labeling

Safer Choice evaluates eligible chemical-based products against ingredient and whole-product criteria. EPA's framework considers human health, environmental characteristics, performance, packaging and disclosure. Selecting ingredients from the Safer Chemical Ingredients List does not itself qualify a formulation for the label. Formal review and the applicable partnership process are required before a manufacturer can make program-related claims.

Review the complete formulation

The Safer Choice framework examines ingredients according to their function and relevant human health and environmental characteristics. A surfactant, solvent, preservative or fragrance may be assessed against different functional-class criteria. The assessment concerns the actual formulation, including components present at low percentages, rather than only the principal active ingredient. Suppliers therefore need to provide sufficient composition and hazard information for a complete review.

Apply product-level requirements

Ingredient screening is one part of the process. The Standard also addresses product performance, packaging, ingredient disclosure and other whole-product considerations. Certain classes, including direct-release products and specialized industrial formulations, have additional criteria. The intended application should be established before testing and review begin, because a formulation discharged directly outdoors may raise environmental concerns different from a product used through an ordinary wastewater pathway.

Follow the formal labeling process

EPA describes a sequence involving product information, review and resolution of identified issues before program participation and label use. Manufacturers work through the established Safer Choice process rather than self-declaring program qualification. Product claims and packaging should not display the label while a formulation is merely under consideration. Records should connect the approved formula, supplier information, applicable criteria and authorized product identity.

Understand the role of the ingredients list

The Safer Chemical Ingredients List helps formulators identify substances evaluated within the program. EPA explicitly states that using listed ingredients does not authorize claims relating to EPA or the Safer Choice label. Purity, physical form, formulation interactions and whole-product criteria still matter. The list is therefore a formulation resource, not a certificate for every product containing one or more listed substances.

Separate voluntary labeling from legal compliance

Safer Choice is not a substitute for TSCA obligations, hazard communication or any pesticide registration required by antimicrobial claims. The related Design for the Environment program and the Safer Choice label have distinct applications that should be checked for the proposed product. Broad claims such as harmless, nontoxic in every use or government approved for all purposes go beyond the meaning of a category-specific voluntary label.

Maintain the reviewed product over time

Formula changes, alternate ingredient suppliers, new fragrances and revised use directions can alter the basis of program qualification. Maintain controlled formulation records and review proposed changes under the applicable partnership and program procedures. Procurement teams can request the exact listed product and current program information while continuing their own assessment of exposure, use conditions and performance. This preserves the distinction between safer ingredient selection and suitability for a particular workplace or application.
