Energy regulation

Department of Energy

DOE regulates energy efficiency for covered consumer products and commercial or industrial equipment through category-specific standards, test procedures and certification provisions.

Read the source in its own scope

Department of Energy is represented in this collection through the specific publications listed below. Begin with the product, activity and responsible party identified by the source. A reference to an agency does not establish that every product in an industry follows the same pathway. Scope, definitions, exceptions and the status of an adopted technical document can change the conclusion.

Connect the publication to the product decision

Use the original publication to establish the requirement, then connect it to the actual model, configuration, process or transaction. Keep source dates separate from effective and compliance dates. Where several agencies are relevant, preserve a distinct conclusion for each framework. A test report, registration, approval, certification and voluntary program claim should be assessed for the precise object and conditions they cover.

Consumer Appliance Energy and Water Conservation Requirements

10 CFR Part 430, including applicable test procedures under 430.23 and standards under 430.32

Part 430 establishes the federal energy conservation framework for covered consumer products. Product definitions, classes, prescribed test procedures and compliance dates determine the applicable requirement. A household use or appliance label alone does not resolve coverage. Testing, manufacturer representations and the energy or water standard must be connected to the same product configuration, with certification responsibilities addressed through the applicable enforcement framework.

DOE Certification, Records and Energy Standards Enforcement

10 CFR Part 429; applicable energy and water requirements in Parts 430 and 431

Part 429 provides certification, compliance and enforcement requirements for covered consumer products and commercial or industrial equipment. Reports and represented values must follow the applicable category rules and supporting evidence. DOE's CCMS accepts required submissions, but a filing confirmation or public database listing is not an approval of the product. Importers have their own responsibilities for the covered goods they introduce.

Energy Efficiency Requirements for Commercial and Industrial Equipment

10 CFR Part 431; applicable certification and enforcement provisions in Part 429

Part 431 covers specified commercial and industrial equipment through category-specific energy efficiency requirements. Equipment definitions and technical characteristics determine coverage, rather than the purchaser's business status alone. Commercial heating and cooling, refrigeration, motors and other equipment can follow different procedures. The review must connect classification, test method, represented performance and applicable standards to the exact configuration being supplied.
