Quality Requirements in Government Contracts
Version 1.0 · Practice guidance
Read contract clauses, technical documents, qualification and acceptance as a single controlled baseline.
Start with the actual contract
Identify the signed contract, order, modifications, specifications, drawings and incorporated clauses. A requirement found in the FAR or a defense database does not automatically apply to every government purchase. Determine the controlling documents and precedence arrangements. Record questions that require the contracting authority’s clarification before production or procurement proceeds.
Read system and product requirements separately
A higher-level quality requirement governs relevant organizational controls, while drawings and specifications establish product characteristics. Both can apply. A quality management certificate does not establish that a particular delivery conforms. Conversely, a passing final inspection does not necessarily demonstrate implementation of all required process and system controls.
Control invoked document editions
Use ASSIST and other official resources to identify documents, revisions, amendments and status. Preserve the edition invoked by the contract. A supersession notice may prompt a review but does not itself authorize the supplier to change the contract baseline. Maintain access to the technical text needed for the work, including any distribution conditions.
Verify qualification and lower-tier supply
Where the specification requires qualification, connect the official listing to the exact product and manufacturing source. Flow applicable requirements to subcontractors through clear purchasing documents. Identify required records, change notifications and inspection access. Avoid passing down an entire contract indiscriminately without explaining which provisions govern the lower-tier work.
Plan inspection and acceptance
Distinguish contractor verification, government surveillance, inspection and authorized acceptance. Establish hold points, records and access before work makes critical characteristics inaccessible. Keep nonconforming supply under control and use the authorized contractual route for proposed departures. An internal concession does not amend a contract or waive a mandatory legal requirement.
Retain delivery-specific evidence
Connect the technical baseline, production records, qualification evidence and acceptance record to the delivered lot or item. See Government Procurement & Technical Supply, FAR inspection and higher-level quality requirements. A sound record explains why the delivery was accepted and who had authority to make that decision.
