National Highway Traffic Safety Administration

NHTSA administers federal motor vehicle safety requirements. Covered manufacturers certify their own conformity under the applicable framework; routine federal premarket product approval is not the general model.

Read the source in its own scope

National Highway Traffic Safety Administration is represented in this collection through the specific publications listed below. Begin with the product, activity and responsible party identified by the source. A reference to an agency does not establish that every product in an industry follows the same pathway. Scope, definitions, exceptions and the status of an adopted technical document can change the conclusion.

Connect the publication to the product decision

Use the original publication to establish the requirement, then connect it to the actual model, configuration, process or transaction. Keep source dates separate from effective and compliance dates. Where several agencies are relevant, preserve a distinct conclusion for each framework. A test report, registration, approval, certification and voluntary program claim should be assessed for the precise object and conditions they cover.

Federal Motor Vehicle Safety Standards and Manufacturer Certification

49 CFR Part 571; vehicle certification under Part 567; related manufacturer identification and multistage provisions

The United States uses manufacturer self-certification for Federal Motor Vehicle Safety Standards. A manufacturer must identify the standards applicable to its vehicle or equipment and establish conformity before sale or import where required. NHTSA conducts compliance and defect oversight; it does not issue a general premarket approval for every vehicle or equipment product. Certification labels communicate the manufacturer's regulatory declaration.

Motor Vehicle and Equipment Safety Defect Reporting and Recall

49 CFR Parts 573 and 577; related early warning reporting under Part 579

Vehicle and equipment conformity continues after sale. Manufacturers must address safety-related defects and failures to comply with applicable safety standards through the relevant reporting, notification and remedy processes. Early warning reporting is a related but distinct system whose requirements vary by product and production volume. A voluntary warranty action does not automatically satisfy a safety recall obligation.

Tire Safety Performance, Marking and Traceability

FMVSS No. 139 (49 CFR 571.139); FMVSS No. 119 (49 CFR 571.119); 49 CFR Part 574

U.S. tire requirements combine category-specific performance standards with identification and recordkeeping. FMVSS No. 139 covers specified new radial tires for light vehicles; No. 119 covers other defined tire categories, including heavy-vehicle and motorcycle applications. The DOT symbol represents the manufacturer's certification of conformity, not prior NHTSA approval. The tire identification number supports traceability and recall rather than a general quality ranking.
