Research on defined product requirements and the use of standards in Vietnam. Each record identifies its scope, source and practical evidence questions.
Market scope
TCVN, QCVN and drafts differ; fresh 2025/2026 legal checks required.
The records below examine specific provisions and standards relationships. They do not combine different products or regulatory roles into one approval route.
Match conformity assessment to the current product risk category
Law on Product and Goods Quality, as amended by Law No. 78/2025/QH15 · Article 5(2)–(5), consolidated in 156/VBHN-VPQH
The amended Law distinguishes low, medium and high risk products. It connects declared applicable standards with different conformity assessment arrangements, including designated certification for high risk goods. A market review must locate the operative product list and implementing provisions before selecting a route. The older two-group description should not be used as the current statutory framework for a 2026 assessment.

Applies to
Products and goods within the Law’s scope; the applicable list and sector rules determine the actual risk category and management route.
Scope and conditions
The framework does not let a supplier assign a convenient risk category itself or assume every product requires designated-body certification.
Actions
Locate the current category and sector management requirements.
Select assessment and declaration arrangements applicable to that category.
Evidence identified by the source
Declared applicable standards and the conformity evidence required by the applicable risk category and implementing provisions.
Materials for the research review
Product classification rationale and current implementing source.
Assessment body status checked against the selected route.
Traceability obligations depend on the high risk product rollout
Law on Product and Goods Quality, as amended by Law No. 78/2025/QH15 · Article 6d(1)–(3)
Article 6d requires honest, objective and verifiable traceability information. It makes traceability compulsory for high risk products through ministry-defined implementation roadmaps, while encouraging broader adoption. The practical review should connect the product category and applicable rollout to records capable of verifying origin, production and composition. A consumer-facing QR code without trustworthy underlying records does not establish the statutory information quality.

Actions
Identify any applicable high risk traceability determination and roadmap.
Keep origin and supply chain information capable of verification.
Evidence identified by the source
Traceability meeting the applicable compulsory determination and the information principles in Article 6d.

Production controls and quality records before market circulation
Law on Product and Goods Quality, as amended by Law No. 78/2025/QH15 · Article 28(1)(a)–(d) and (đ); Article 28(2)
Manufacturers must control production to meet declared standards and relevant technical regulations, declare applicable standards and fulfil the relevant labelling and conformity declaration duties. They must retain quality and assessment records for traceability and market checks. A factory release review should link the production controls and records to the marketed configuration, with the special guidance for small scale production considered where applicable.

Product information and complaint controls on digital marketplaces
Law on Product and Goods Quality, as amended by Law No. 78/2025/QH15 · Article 34b(2) and (3)
Sellers must provide the specified quality information online, including product identity, origin, the responsible manufacturer or importer and relevant instructions and warnings. Intermediary platforms must request that information, act on identified violations and operate a channel for quality complaints. Review should compare the live listing with the actual product file and establish who can correct or remove an inaccurate offer.

Accurate consumer information, instructions and replacement part availability
Law No. 19/2023/QH15 on Protection of Consumers’ Rights · Article 21(1), (2), (4) and (5)
Article 21 requires accurate and complete product and business information, truthful labelling, information about replacement component availability and user instructions. Warranty information is also required where applicable. The review should connect commercial claims and customer support promises to the supplied product: parts availability and use instructions are separate checks from whether a declaration or test report appears in the technical file.

Law No. 19/2023/QH15 on Protection of Consumers’ Rights · Article 32(1) and Article 33(1)–(4)
Businesses discovering a defective product must recall and address it, protect consumers and report to the relevant authorities before and after the recall. Article 33 distinguishes defects threatening life or health from those threatening property and prescribes notice content and publicity. The recall file should preserve the classification decision, consumer notice, recovery method and authority communications; a customer refund log alone does not show completion of the statutory process.

TCVN ISO 9001:2015 is an identical adoption of ISO 9001:2015
TCVN ISO 9001:2015 — Quality management systems — Requirements · Official catalogue equivalence, status and publication decision
The national catalogue identifies TCVN ISO 9001:2015 as identical to ISO 9001:2015 and lists it as active, replacing the 2008 national edition. This supplies a verified national designation for document and certificate reviews. The intended legal, procurement or certification use must still be established separately, including any applicable amendments and the actual activities covered by a claimed certificate.

TCVN ISO IEC 17025:2017 adopts the international laboratory competence standard
TCVN ISO IEC 17025:2017 — General requirements for the competence of testing and calibration laboratories · Official catalogue equivalence and publication announcement
The official catalogue records TCVN ISO IEC 17025:2017 as an identical adoption of ISO/IEC 17025:2017 and identifies replacement of the 2007 national edition. The national standards authority’s publication announcement corroborates its establishment. A report review should next check the laboratory’s current competence scope and any required regulatory designation for the actual method; national publication alone supplies neither of those permissions.

TCVN ISO 13485:2017 — Medical devices — Quality management systems — Requirements for regulatory purposes · Official catalogue equivalence and replaced documents
Vietnam’s national designation uses the year 2017 while the equivalent ISO document is ISO 13485:2016. The official catalogue expressly identifies the relationship as identical and records replacement of the earlier national medical device quality documents. A reviewer should preserve both designations accurately, then check whether the claimed system certification and the separate device regulatory evidence cover the actual manufacturer, site and activities.

TCVN 5699-1:2010 adopts the identified IEC appliance safety edition
TCVN 5699-1:2010 — Household and similar electrical appliances — Safety — Part 1: General requirements · Official catalogue equivalence and revision history
The official catalogue identifies TCVN 5699-1:2010 as identical to IEC 60335-1:2010 and lists the 2004 national edition as replaced. This edition-specific relationship helps compare appliance test reports and national document references. The applicable particular part and any compulsory technical regulation must be examined separately; neither a later IEC report nor an active general standard automatically establishes compliance with every Vietnamese appliance requirement.
