Research on defined product requirements and the use of standards in the United Arab Emirates. Each record identifies its scope, source and practical evidence questions.
Market scope
MOIAT regulated products, other sector regulators and voluntary marks are separate.
The records below examine specific provisions and standards relationships. They do not combine different products or regulatory roles into one approval route.
Continued safety and remedial action after market entry
Federal Law 10 of 2018 on Product Safety · Article 6(1)–(3)
The supplier must not introduce unsafe products and must ensure safety after introduction during normal and repeated use. Discovery that normal use changes a product into an unsafe one triggers the prescribed precautionary and remedial measures. The duty continues beyond a premarket conformity document.

Restricted substances are assessed in homogeneous materials
Cabinet Resolution 10 of 2017: Hazardous Substance Ratios in Electric and Electronic Devices · Article 3(1)–(2), read with Article 2
The concentration limits in the annex apply using the weight of the homogeneous material in the relevant part. Averaging the restricted substance across an entire assembled device would not follow this basis. Review exemptions and material identity before deciding which supplier evidence or testing addresses the legal question.

Textile supplier checks for safety and consumer labels
Cabinet Resolution 54 of 2019: UAE Scheme for Control of Textile Products · Article 3(2), read with Article 2
The supplier must meet the annex requirements covering relevant textile hazards and information, including care and component labels. The scope includes a composition criterion, so a mixed-material article needs classification before applying the scheme. A fibre-composition label alone does not establish the required chemical or fire-related conformity.

Marketing approval before circulation of medical products
Federal Decree-Law 38 of 2024 Governing Medical Products, Pharmacists and Pharmaceutical Establishments · Article 5(1)–(3)
Covered medical products cannot be imported, distributed, sold, displayed or manufactured for circulation without an applicable EDE marketing approval. The listed exceptions must be established for the particular product. The rule is a product approval requirement; an establishment licence or foreign approval should not be presented as the same decision.

Energy-efficiency classification of non-domestic lighting products
Cabinet Resolution of 2022 Regarding the Regulation of Outdoor Lighting Products · Article 4, read with Article 2 and Annex 2
The rule determines energy-efficiency classes using the annex and specifies calculation of useful luminous output against declared on-mode power with the applicable correction factor. Standalone control gear has its own minimum requirements. Do not carry an efficiency claim from one lamp/gear configuration to a different supplied combination.

ENAS testing and calibration accreditation uses ISO/IEC 17025
Emirates National Accreditation System laboratory programme · Accreditation programmes: testing and calibration
The Ministry identifies ISO/IEC 17025 as the competence basis for ENAS testing and calibration programmes. The accreditation scope identifies the recognised activity. A report review should compare the method, range and location with that scope and separately establish any product-regulator acceptance conditions.

Emirates National Accreditation System product-certification programme · Product-certification accreditation scheme
ENAS identifies ISO/IEC 17065 as the basis for its product-certification body programme. Scope expansion is a separate service because accreditation is limited to defined activities. Verify that scope and any additional product-regulator designation before relying on a certificate offered for a particular market-access decision.

Annex to the UAE 2022 outdoor-lighting regulation · Annex: directional compact fluorescent lamps, measured-parameter table
The official annex names UAE.S IEC 60969 for specified compact-fluorescent-lamp measurements, including lifetime-related parameters and dimensions. It is a measurement-reference relationship within a national rule. Record the applicable parameter and accepted edition rather than using a generic IEC certificate as proof that every national performance requirement is covered.

Electrical clinical thermometer rules use ISO 80601-2-56:2017
Cabinet Resolution No. 90 of 2023 concerning obligatory requirements for medical and laboratory measuring devices · Attachment 2, sections 2.2 and 3.2(1)
Attachment 2 incorporates the definitions of ISO 80601-2-56:2017 and requires electrical medical clinical thermometers to be manufactured according to that standard to the extent consistent with the Resolution. This is a dated legal use of an international standard. A review must also identify the national type approval and conformity assessment evidence for the actual model; a technical report alone is not the complete regulatory decision.
