Research on defined product requirements and the use of standards in South Korea. Each record identifies its scope, source and practical evidence questions.
Market scope
Korean text controls; safety certification, verification and supplier declaration differ.
The records below examine specific provisions and standards relationships. They do not combine different products or regulatory roles into one approval route.
Electrical Appliances and Consumer Products Safety Control Act · Article 5(1), with Article 5(3)
Article 5(1) requires the relevant manufacturer or importer to obtain safety certification from a safety-certification body for each covered model. Paragraph 3 connects certification to product-testing and factory-inspection criteria. The KC symbol is therefore not a single universal procedure: certification is one defined route for designated products, and the actual model and manufacturing arrangements must correspond to its scope.

Safety verification combines testing with a model-specific report to the authority
Electrical Appliances and Consumer Products Safety Control Act · Article 15(1), with Article 15(4)-(5)
Article 15(1) requires covered products to be tested by a safety-verification testing institution for each model. After confirming conformity to the applicable safety criteria, the manufacturer or importer reports the result to the competent authority. Paragraph 5 requires supporting conformity documents. Testing and reporting are separate parts of the route; a test result does not alone establish that the required notification has been completed.

Scope and conditions
The verification category is separate from certification and supplier self-declaration.,Article 16 exemptions and product-specific rules require their own scope assessment.
Actions
Identify the safety-verification product and model.
Obtain the prescribed testing and confirm the applicable criteria.
Make the required report and keep the supporting documents.
Evidence identified by the source
Safety-verification report/notification and documents demonstrating conformity under Article 15(5).
Supplier self-declaration still requires retained proof of safety conformity
Electrical Appliances and Consumer Products Safety Control Act · Article 23(5), read with Article 23(1)-(2)
Article 23 allows the designated supplier-confirmation route through product testing conducted by the supplier or a third party, but paragraph 5 requires documents proving conformity to the applicable safety criteria to be kept available. The route is not evidence-free. The current Act also distinguishes the reporting requirement for electrical products from the broader self-confirmation duty. Reviews should therefore establish both the category and the specific record responsibilities.

Scope and conditions
Electrical products in this category have the separate reporting provision in Article 23(2).,Article 24 contains exemption routes; a supplier cannot declare itself exempt simply because a product is low risk.
Actions
Confirm the product is within the supplier-confirmation category.
Complete the applicable testing and confirmation for each model.
Retain conformity documents and complete any separate electrical-product report.

Radio-equipment conformity uses the route actually assigned by the current Radio Waves Act
Radio Waves Act · Article 58-2(1)
The current Article 58-2(1) identifies conformity certification, conformity registration, self-confirmation and interim certification by cross-reference to the respective paragraphs. It connects conformity assessment to the applicable technical, electromagnetic-exposure and EMC criteria. An older English explanation listing only three routes is therefore incomplete for the current law. The equipment type determines the procedure and evidence; the presence of a KC graphic alone does not identify which duties were met.

Required device facilities and the manufacturing-quality system precede the application
Medical Devices Act · Article 6(4)
Article 6(4) requires the necessary facilities and manufacturing/quality management system to be established before the applicable application or notification, in accordance with the Prime Ministerial rule. The proviso addresses specified cases such as outsourced testing or manufacturing. This is an operational readiness condition, not merely a promise to build a system after permission is obtained. The business and device-specific authorisation questions remain distinct.

Food with missing or improperly presented mandatory information cannot enter the specified supply activities
Act on Labeling and Advertising of Foods · Article 4(3), with Article 4(1)-(2)
Article 4(3) prohibits sale and the listed sale-related manufacture, processing, subdivision, import, packaging, storage, display or transport of covered foods with missing mandatory information or a noncompliant labelling method. It also prohibits their use in the business. The duty concerns both what is disclosed and how the prescribed information is presented; the review should inspect the final Korean-market label rather than an overseas artwork draft.

The Korean sterility-testing publication has an explicit edition-specific ISO adoption record
Korean standard catalogue: sterilisation microbiological methods, Part 2
The official Korean catalogue explicitly records ISO 11737-2:2009 as the corresponding international document with an identical-adoption relationship for the selected KS record. This provides a verifiable national-adoption link while leaving the technical text protected. The next regulatory question is which device or sterilisation assessment actually selects that national publication and edition; the catalogue alone does not create a universal device requirement.

KATS's notice identifies KC 60335-1 as an electrical-appliance safety criterion issued under the safety-control Act. The notice also describes the particular 2022 changes and its commencement. This establishes an official regulatory-use relationship for the named criterion, rather than a claim that similarly numbered KS, KC and IEC publications are interchangeable. The actual appliance and current operative criterion set must remain linked to the chosen conformity route.

KOLAS testing-laboratory recognition uses KS Q ISO/IEC 17025 and a defined scope
KOLAS official testing-laboratory register and criteria
The official KOLAS testing-laboratory register states that recognition is based on the named national legal framework and KS Q ISO/IEC 17025. The individual accreditation scope is the operative link between the competence framework and a particular test report. This makes scope, method and current status central evidence questions. It does not establish that an unrelated product rule accepts every KOLAS report.

KATS publishes KC 62133-2 under its electrical safety-criteria system and identifies notice 2025-0402. A separate 2026 advance notice proposes amendments to the operating rules and this criterion.
