Research on defined product requirements and the use of standards in Singapore. Each record identifies its scope, source and practical evidence questions.
Market scope
Controlled Goods and general consumer products require different routes.
The records below examine specific provisions and standards relationships. They do not combine different products or regulatory roles into one approval route.
Regulation 5(1) requires the relevant importer or manufacturer to apply to be a Registered Supplier and to register the Controlled Goods it intends to supply or advertise. The product and responsible supplier are therefore linked within the statutory registration system. A retailer-facing Safety Mark should be traceable to the relevant registered goods, rather than treated as a supplier-designed assurance label.

Evidence identified by the source
Required supplier and Controlled Goods registrations.
Materials for the research review

Only the lawful registered-product route supports use of the SAFETY Mark
Consumer Protection (Safety Requirements) Regulations · Regulations 13(1)-(3) and 14(1)
Regulation 13 limits who may affix the Safety Mark and requires it to relate to goods registered by the Registered Supplier with a registration that is not treated as suspended or withdrawn. Regulation 14 addresses placement. Appointing a printing or manufacturing agent does not transfer the Registered Supplier's responsibility. Mark artwork, registration identity and the actual product configuration should therefore be checked together.

General consumer goods use category-specific safety requirements rather than Controlled Goods registration
Consumer Protection (Consumer Goods Safety Requirements) Regulations 2011 · Regulation 4, read with regulation 3 and the Schedule
Regulation 4 identifies the safety standards used for the regulatory intervention framework in regulation 3. Category 1 draws on the named ISO/IEC, CEN or ASTM standards together with the Safety Authority's specified requirements; Category 2 uses standards from a regional or national standards body. The actual standard must be appropriate to the goods. The route should not be described as the Controlled Goods registration scheme merely because both concern consumer safety.

A dealer's licence does not replace equipment approval for sale
Telecommunications (Dealers) Regulations · Regulation 20(1), subject to paragraph (2) and regulation 4(7)
Regulation 20(1) makes it a licence condition that the described telecommunications and radio-communication equipment is not sold unless its type is approved for sale through registration with IMDA, subject to the stated exceptions. The dealer's authority to trade and the equipment's registration are separate. A conformity declaration or overseas approval should be connected to the Singapore equipment-registration route rather than assumed to be a substitute.

Medical-device supply records must identify each supply and remain available for inspection
Health Products (Medical Devices) Regulations 2010 · Regulation 39(1) and (1A)
Regulation 39 identifies the persons who must maintain a record of every supply of the relevant medical device and produce it when HSA or an enforcement officer requires inspection. HSA's distribution-record guidance explains the traceability purpose and practical information. An effective record connects the device and affected batches to the recipient, so that a later safety action can reach the supplied units.

Prepacked food must carry the prescribed particulars before import or distribution
Food Regulations · Regulation 5(1), subject to regulation 6
Regulation 5(1) prohibits the listed activities for prepacked food whose package lacks a label containing the particulars required by the Food Regulations. The trigger reaches import and advertising as well as sale and delivery. The review must therefore use the operative Singapore label requirements at the relevant activity, not assume that adding a label after a consignment has entered distribution resolves every earlier duty.

Rice-cooker registration uses a specified minimum IEC liquid-heating appliance edition
CPSO minimum safety-standard list for Controlled Goods
CPSO's rice-cooker entry identifies IEC 60335-2-15 edition 6.2 as its minimum safety-standard reference. The defined product category and accepted edition belong together. A report to a different appliance part should be evaluated against that selection, rather than treated as equivalent because both references begin with IEC 60335.

The audio/video Controlled Goods entry permits defined IEC 62368-1 or IEC 60065 references
CPSO minimum safety-standard list for Controlled Goods
The official audio/video product entry lists IEC 60065:2014 or IEC 62368-1:2018 as the stated minimum references. This is evidence of Singapore programme use, rather than a national-adoption claim or automatic acceptance of any later IEC edition. Product definition and the chosen evidence route remain part of the decision.
