Mexico: Requirements and Standards

Research on defined product requirements and the use of standards in Mexico. Each record identifies its scope, source and practical evidence questions.

Market scope

NOM, national standards and draft PROY-NOM are distinct; DOF publication controls.

The records below examine specific provisions and standards relationships. They do not combine different products or regulatory roles into one approval route.

Requirements at a glance

  1. Essential safety markings on electrical products Clause 5.1
  2. Spanish and accessible commercial information Clause 5.2.2
  3. Manufacturer-recommended age on toy packaging Clause 5.1.2(f), read with 5.1.3
  4. Documented quality system for medical-device establishments Clause 5.1.2
  5. Safety data sheets for workplace hazardous chemicals Clauses 6.3–6.4 and Chapter 9
  6. Ingredient-list heading and quantitative order Clauses 4.2.2.1.1–4.2.2.1.2

Standards and their use

These records distinguish adoption, legal incorporation, designation and programme recognition. A standard’s use is assessed within the specific relationship recorded.

NOM-003-SCFI-2014 makes national appliance safety references operative

NOM-003-SCFI-2014 andNMX-J-521/1-ANCE · Clause 3 andthe applicable appliance section

The issued NOM refers to the national NMX appliance safety standard, while the official catalogue explains the IEC 60335 family behind that national reference. The compliance chain is product scope, applicable NOM section, operative NMX reference and conformity procedure. International similarity does not remove national conditions or establish acceptance of a particular foreign report.

Actions

  • Identify the applicable appliance section.
  • Record the operative national edition and any formal replacement.

Evidence identified by the source

  • Evidence under the applicable NOM conformity route.

Materials for the research review

  • NOM-to-NMX edition mapping and report scope.

Mexican adoption of ISO/IEC 17025:2017

NMX-EC-17025-IMNC-2018 · International concordance statement

The official catalogue explicitly identifies this NMX as an identical adoption of ISO/IEC 17025:2017. That identity concerns the published standard, not a laboratory accreditation result. A customer must still verify the particular laboratory, method and scope through the applicable accreditation or approval system.

NOM-001-SCFI-2018 references the national IT equipment safety standard

NOM-001-SCFI-2018 normative references · Normative reference list: NMX-I-60950-1-NYCE-2015

NOM-001 lists the national IT-equipment safety standard among its normative references. This establishes a specified national reference within a product rule, not a generic equivalence certificate. Confirm which product function invokes that reference and which accepted edition applies before treating an IEC-based report as sufficient.

Mexico adapts GHS rather than adopting every later UN revision

NOM-018-STPS-2015 international concordance · International concordance and Chapter 9

The official record describes NOM-018 as partially equivalent to the fifth edition of the UN GHS and adapted to domestic requirements. A supplier cannot establish compliance merely by stating that an SDS follows the latest GHS. Compare the Mexican classification, label and SDS requirements applicable to the material and workplace.

Research sources and interpretation

The linked official sources establish the provisions, document identities or relationships examined. NCQM supplies original English analysis. Where an official source is in another language, the English explanation is not an official translation. Source-check dates, effective dates and adopted editions are kept separate.

The research review materials help organize an assessment. They are distinguished from evidence expressly identified by the source. International standards remain subject to their publishers’ access and rights conditions.
