Research on defined product requirements and the use of standards in Japan. Each record identifies its scope, source and practical evidence questions.
Market scope
Japanese law controls; DENAN, PSC and radio/medical regimes differ.
The records below examine specific provisions and standards relationships. They do not combine different products or regulatory roles into one approval route.
DENAN technical conformity attaches to the notified product type
Electrical Appliances and Materials Safety Act · Article 8(1)
Article 8(1) requires a notifying supplier to make appliances and materials of the notified type conform to the technical requirements established by METI ordinance. A report written to an international standard should therefore be related to the actual Japanese technical route and product type. The obligation is not limited to obtaining a test report: the manufactured or imported article must conform. Article 8(2) separately establishes inspection and records.

Notifying manufacturers or importers manufacturing or importing electrical appliances and materials of the notified type.
Scope and conditions
Article 8(1) provides an approved special-use exception and a trial manufacture/import exception.,The product must first fall within the Act's electrical-appliance and material scope.
Actions
Identify the DENAN product category and notified type.
Determine the applicable Japanese technical requirements and accepted interpretation route.
Ensure the manufactured or imported goods conform before release.
Materials for the research review
Product-type classification, Japanese technical-route decision and corresponding conformity evidence.
Electrical Appliances and Materials Safety Act and its enforcement requirements · Article 8(2); enforcement ordinance Article 11(2)-(3)
Article 8(2) requires inspection, creation of inspection records and their preservation. METI's instructions explain the record particulars, including product/type identification, when and where inspection occurred, the inspector, quantity, methods and results. The enforcement requirement is preservation for three years from inspection. A bare statement that a product conforms is not equivalent to a record connecting the inspection to methods and decision criteria.

Notifying manufacturers and importers of covered appliances and materials, subject to the Article 8 exceptions.
Scope and conditions
The inspection route differs between specified and non-specified appliances.,A registered-body conformity assessment for specified goods does not replace these inspections.
Actions
Conduct the inspections applicable to the product category.
Record identifiable methods and results, with the specified inspection particulars.
Preserve the records for three years and ensure they can be presented.
Evidence identified by the source
Inspection records with the particulars described in enforcement ordinance Article 11(2), retained under Article 11(3).
Materials for the research review
Cross-reference from a shipment or production lot to inspection method, criteria and results.
Covered electrical products cannot be sold or displayed for sale without the lawful PSE indication
Electrical Appliances and Materials Safety Act · Article 27(1)-(2), with Article 10
Article 27(1) prohibits sale or display for sale of covered electrical appliances and materials unless the indication under Article 10(1) is affixed. Article 10 ties marking to completion of the applicable duties. The current text also distinguishes specified import business operators and domestic administrators. Retail checks should therefore establish the lawful supply route and marking, rather than treating an overseas safety logo as a substitute.

Scope and conditions
Article 27(2) addresses approved special-use cases.,Article 10 governs entitlement to apply the indication; a seller cannot cure missing conformity work merely by adding artwork.
Actions
Verify product coverage and the notifying supplier route.
Check that the required indication is present and lawfully supported.
Withhold sale or display for sale when Article 27 is not satisfied.
Evidence identified by the source
The lawful Article 10 indication on covered products supplied for sale.

Conformity and inspection documentation supporting entitlement to mark.
PSC specified products require inspection records as well as technical conformity
Consumer Product Safety Act · Article 11(1)-(3)
Article 11 connects technical conformity of specified products with the duty to inspect and retain inspection records. Paragraph 2 applies the inspection and record duty to the covered manufactured or imported products, excluding the paragraph 1 proviso cases. The current paragraph 3 also requires specified import business operators to provide copies to their domestic administrators, who preserve them. A PSC mark does not remove the underlying evidence responsibilities.

The statutory specified-product list must be checked; not every consumer product uses PSC.,Article 11(1) has conditions for export notification, approved special uses and testing.,Special specified products require the additional Article 12 route.
Actions
Resolve specified and special-specified classification.
Conduct inspections and retain the prescribed records.
Where the current overseas-operator provisions apply, provide records to the domestic administrator.

Radio-station licensing and conformity-based exceptions must be separated
Radio Act · Article 4
Article 4 starts with a requirement for a ministerial licence to establish a radio station, then lists exceptions. Some exceptions depend on using conformity-indicated radio equipment and meeting the applicable station conditions; others have a different basis. The correct question for a wireless product is therefore both whether the equipment has the relevant conformity status and whether its intended operation fits a particular licence-exempt, licensed or registered station route.

Scope and conditions
Article 4 lists distinct exemptions and a registered-station route.,A conformity indication does not exempt every transmitter; the statutory station category and technical conditions must also match.
Actions
Classify the intended station and operating conditions.
Identify the exact Article 4 route rather than assuming all marked equipment is licence-free.
Obtain the required licence or registration unless a supported exemption applies.
Evidence identified by the source
Station licence or registration when the selected statutory route requires it.

Food businesses may sell only food labelled to the operative Food Labeling Standards
Food Labeling Act · Article 5, read with Article 4
Article 5 prohibits sale of food that is not labelled according to the Food Labeling Standards. Article 4 provides the statutory basis for those standards. The operative task is to identify the food category, format of sale and relevant standard provisions, then check the actual label against them. Compliance with a foreign food label or a generic ingredient list does not itself answer whether the Japanese requirements are met.

JNLA laboratory registration uses ISO/IEC 17025 for the registered testing scope
NITE JNLA official programme requirements
NITE identifies ISO/IEC 17025:2017, corresponding to JIS Q 17025:2018, as the laboratory criteria for JNLA. Registration is linked to specified JIS testing-method categories. A supplier using JNLA evidence should examine the registered scope and the particular method shown on the report. The programme relationship establishes the competence framework; it does not make every product subject to JNLA testing.

DENAN Appendix 12 offers a specific household-appliance standards route
METI Interpretation of Technical Requirements: standards based on international standards
The current Appendix 12 list includes the J60335-1(H27) route, identifies JIS C 9335-1:2014 as its text and records correspondence to IEC 60335-1:2010. This is a documented use relationship within METI's technical interpretation. It is not a claim that the latest IEC publication automatically controls DENAN. The selected route must be read together with applicable particular requirements and any validity or transition annotations.

PMDA's central-monitor software entry distinguishes equipment used outside the patient environment, associated with JIS C 62368-1, from use within or outside that environment associated with JIS T 0601-1. The entry identifies JIS T 0601-1:2023 in its reference information. This relationship helps explain why the intended operating environment changes the relevant safety evidence even when the regulated product includes software.

Neuroendoscope approval criteria use the Japanese medical-device risk-management reference
Revision of Neuroendoscope Approval Criteria
The neuroendoscope criteria include an essential-principles conformity checklist that uses JIS T 14971 as a recognised risk-management reference, alongside product-specific technical criteria and other cited documents. Its role is to support a structured demonstration for the defined device, not to replace the approval assessment. A useful review keeps the general risk-management reference connected to the particular endoscope hazards, information supplied and technical evidence.
