Reviewing Product Labels and Technical Claims

Version 1.0 · Practice guidance

Connect mandatory information, program marks and performance statements to evidence and approved artwork.

Separate the claims on the label

A label can contain mandatory identification, warnings, instructions, origin information, energy information and voluntary performance claims. Each statement may have a different authority and evidence basis. List the claims rather than treating artwork approval as a single stylistic decision. Include online listings and packaging where they communicate the same product claims to purchasers.

Determine the applicable information requirements

Product category and intended use determine the relevant rules. Textile fiber and care information, medical device labeling, hazard communication and consumer safety warnings serve different purposes. Read the controlling provision for content, format, placement and responsible party. Do not transfer a label format from a superficially similar product without establishing that the same requirements apply.

Substantiate performance and origin statements

Connect a performance statement to the test conditions, model and result that support it. Distinguish a measured value from an advertising comparison. Origin marking and unqualified U.S.-origin advertising require separate analyses. A supplier’s business address or final shipping point is not sufficient evidence of manufacturing origin. Preserve the substantiation used when the claim was approved.

Verify marks and program conditions

A certification or voluntary program mark has conditions governing the products and claims it covers. Verify the listed model, authorization and current status through the relevant source. Do not reproduce a mark simply because a component supplier displays it. A component approval may have integration conditions and may not permit an identical claim for the complete product.

Control artwork as product information

NCQM practice consideration: assign an artwork identifier and revision. Link it to the product configuration, language, market and packaging format. Establish who reviews technical content and who verifies printed or digital output. A correct source file does not establish that every production label was printed accurately or applied to the correct model.

Review changes across all channels

When specifications or certification status change, review packaging, instructions, websites and distributor data together. Remove unsupported claims through a controlled process. Use the Label and Claim Review. This method supports an internal review; it does not authorize a government mark or replace product-specific legal interpretation.
